This Code of Conduct provides a framework of ethical principles, obligations and standards that guide work performance, professional standards, and the conduct of relationships with others.  Given the diverse range of activities in which Officers are involved on a day-to-day basis, the Code does not attempt to provide a detailed and exhaustive list of what should be done in every work situation. Instead, the Code represents a broad framework for ethical conduct.

This Code of Conduct applies to the Board, Managers, Employees, Contractors, Consultants, and any other persons who undertake duties for, or who otherwise represent the MHCA.

High standards of integrity and ethical behaviour are required of any person who is carrying out duties for or on behalf of MHCA.

Mental Health Council of Australia Values

The MHCA has endorsed the following principles. These serve as a guiding set of values informing all MHCA activities:

Position Purpose

This position is responsible for the development of successful strategies, policy, and programs on a range of mental health issues in consultation with MHCA members and other relevant stakeholders.

Position Responsibilities

  • Consult with MHCA members and other relevant stakeholders to develop policy advice.
  • Formulate and conduct research and develop mental health policy positions, submissions and reports in relevant priority areas.
  • Provide input and advice to senior MHCA staff and Board members on policy areas of expertise.
  • Ensure the views of those groups within the sector who are particularly marginalised, such as consumers and carers, are consulted on policy issues particularly relevant to them.
  • Develop partnerships with key agencies involved in improving the mental health sector in priority policy areas.
  • Advocate for and represent MHCA policy positions in a range of forums including giving public presentations and providing input to national committees.
  • Maintain a contemporary knowledge base of issues facing the mental health sector in Australia with particular reference to priority policy areas.
  • Work with project advisory groups, Board working groups, or other relevant expert groups as they relate to priority policy areas and utilise input in developing policy positions.
  • Participate as an effective team member within the MHCA Secretariat and the policy and project team, including helping other members of the team when required.
  • Manage MHCA projects, including report writing and identifying emerging issues through engagement and consultation with external stakeholders.
  • Work in a self-directed manner to manage responsibilities and progress workload.

Skills, Knowledge and Experience:

The candidate characteristics for this position include:

  • Knowledge of and ability to work within an advocacy and community development framework.
  • Knowledge of and an ability to effectively contribute to the policy process.
  • Degree qualification or equivalent in a relevant discipline, and/ or related experience
  • Demonstrated interpersonal, facilitation and negotiating skills, including the ability to effectively consult and liaise with people of different backgrounds in the community.
  • Demonstrated strong verbal and written communication skills.
  • Experience representing or advocating on behalf of stakeholders or members.
  • Demonstrated ability to deliver presentations and information to groups.
  • Demonstrated skills in developing policies through consultation, stakeholder engagement, needs identification, implementation and/or review.
  • Knowledge and understanding of policies and issues relevant to mental health reforms in Australia or demonstrated ability to obtain these
  • Demonstrated project management skills, including the ability to manage multiple projects simultaneously.
  • Able to demonstrate values consistent with MHCA.
  • Demonstrated ability to work in a small team environment.

Desirable characteristics include:

  • Experience working with mental health sector stakeholders.
  • Knowledge and understanding of policies and issues relevant to the mental health system and/or mental health reforms in Australia.

The MHCA is seeking one or more Policy Officers to contribute to MHCA’s work as the peak body representing the mental health sector. The ideal candidate will value consultation and engagement with MHCA members and stakeholders, enjoy being an advocate and have excellent policy, research and project management skills.

These positions are being offered full time, although near to full time will be considered (e.g. 30 hours per week). MHCA is a registered charity and attractive salary packaging arrangements are available. MHCA also promotes a healthy work/life balance and is committed to offering employees supportive family friendly work practices.

The salary range for this position is $75,000 - $88,000 (including super) depending on experience.

Membership of the MHCA is currently only available to organisations. although we are working on individual membership. There are two categories of membership, Full and Associate.

Full membership is restricted to organisations operating at a national level with a primary mission, purpose and or interest in mental health. National level is defined in Part 1 of the MHCA Constitution as “an organisation operating in at least four (4) states or territories or an organisation whose work is deemed by the Board to have a significant impact at a national level.”

Associate membership is for non-national organisations and/or organisations whose primary focus may not be mental health but who are looking to stay informed on the activities of the MHCA and access the MHCA’s many resources.

All membership applications made to the MHCA are reviewed against the appropriate criteria by the MHCA Governance Committee before being approved by the Board. You will be notified as soon as possible of the outcome, and if your application has been approved, you will be invited to pay your fees to become an active member of the MHCA.

The MHCA is committed to responding to complaints and providing feedback in a professional and consistent matter that complies the expectations of the public and its members.  This policy document outlines the feedback process so that all responses provided by the MHCA are done fairly and within a timely manner.
